      Why it matters

      Copilot licences are easy to buy and hard to scale

      Deployment is the simple part. What follows decides the outcome: which data each user can already reach, which scenarios justify the change effort, who answers the questions the tool provokes, and how anyone demonstrates that the licence spend produced work that would not otherwise have happened.

      A centre of excellence turns the rollout into a programme with an owner. Oversharing and sensitivity labelling are settled before your first pilot, scenarios are picked by the value of the work they change, enablement runs by role, and adoption is measured per scenario rather than per licence.
